The State Department says it refuses to support the UN’s migration declaration

The US State Department announced on Monday that it has refused to support the declaration of “progress” by the International Migration Review Forum, accusing the UN of efforts to “advocate and facilitate immigration in the United States and the rest of the West.”
The United States did not participate in the second meeting of the International Migration Review Forum, which was held on May 5-8 at the UN headquarters in New York, and will not support this announcement, the Ministry said in a statement on Monday.
The forum is the UN’s main global forum for member states to review the implementation of the Global Compact for Safe, Orderly and Regular Migration, according to the UN Network on Migration. The 2026 forum was planned to produce a “Declaration of Progress” agreed by governments.
President Donald Trump ended US participation in the UN’s Global Compact for Migration during his first term in 2017, and now the State Department says the federal government will reaffirm its opposition.

The Global Compact was adopted in 2018 after the US withdrew from the program. The UN and the International Organization for Migration describe the agreement as a framework for cooperation aimed at improving international migration governance.
“As Secretary Rubio said, opening our doors to mass immigration is a huge mistake that threatens the unity of our communities and the future of our people,” the department’s statement read. “In recent years, Americans have seen firsthand how immigration destroys our communities: crime and violence at the border, emergencies in major cities, and billions of taxpayer dollars spent on hotels, airline tickets, cell phones and credit cards for immigrants.”
“Much of this was instigated by UN agencies and their allies, who not only aided the invasion of our country, but went on to distribute the wealth and resources of our people to millions of immigrants from the worst parts of the world,” it continued.
The department argued that there is nothing safe, orderly or normal about any of this, adding that the costs “are borne primarily by working Americans who are forced to compete for scarce jobs, housing, and public services.”
“The UN has little to say about them,” the department wrote.

“President Trump is focused on the interests of the American people, not immigrants or world leaders,” the statement read. “The United States will not support a process that imposes, overtly or covertly, guidelines, standards, or commitments that suppress the American people’s independent, democratic right to make decisions that benefit our country.”
The ministry concluded its statement by saying that its purpose is not to “manage” migration, but to “encourage migration.”
In a series about X and announcing the move to oppose this announcement, the Ministry said that the UN organizations “systematically helped the migration of people to America and Europe, as the citizens of these countries want to have restrictions on migration.” It added that the UN instruments related to the Global Compact call for the extension of the general methods of migration and the indicators of “regularization” of migrants.
The International Organization for Migration states that this forum is held every four years for countries to review progress and shape the next steps in migration policy. The IOM, which coordinates the UN Network on Migration, says the network includes 39 UN agencies that work to support countries on migration issues.
The department suspected that “UN agencies – working with the NGOs they support – have established a migration corridor in Central America and along the US border,” the text reads. “As the American people suffered under an unprecedented wave of mass migration, the UN was on the ground sending migrants to our southern border.”

“After helping many people immigrate to the United States, UN agencies have condemned the deportation of illegal immigrants,” the post continued. “As the United Kingdom faces unprecedented levels of illegal boat crossings, UN agencies have condemned the deportation plans. UN officials lobbied air traffic controllers to prevent the deportation of migrants – a shocking breach of UK sovereignty.”
The UN Network on Migration describes the compact as “not legally binding.” The text of this agreement hosted by the UN states that it also respects the right of states to determine national migration policies and distinguish between regular and irregular migration status.
The declaration itself states that the Global Compact is a framework for cooperation and acknowledges that no country can tackle migration alone, while also upholding the sovereignty of states.
The department backed off from establishing a migration agreement as “safe, orderly and normal.”
“For citizens of Western countries, mass migration has not been safe. It has introduced new security threats, created financial problems, and undermined the cohesion of our communities,” he wrote.

“The United States will not allow international agreements that allow large numbers of people to immigrate to America or the West,” the document said.
UN instruments frame the agreement as a framework for cooperation on issues that often cross borders, including labor migration, border management, migrant protection and development. UN agencies, including the Office of the High Commissioner for Human Rights, define the IMRF as a government-led review process with the participation of relevant stakeholders.
