Doctor Charged with Sex Crime, Allegedly Told Victim He ‘Had a Fantasy’ About Her

A Virginia doctor has been charged with two sex crimes after allegedly telling a victim he had a “dream” about her.

Richmond police have been charged Frank Ramsey83, for sexual misconduct and misdemeanor assault and battery on August 11, 2025.

At the time of his arrest, he was working part-time at a first aid station in Chesterfield County.

Ramsey reportedly entered a hospital in Richmond on August 6, 2025, visiting a family friend, identified as A in a board statement seen by CBS 6. The board says he tried to kiss A on the lips, and penetrated the genitals with several fingers without his consent.

The victim told the board’s investigator that she met Ramsey and his wife at church, and the nurse told the investigator that the victim said she and Ramsey’s wife were “best friends.”

She also told authorities that Ramsey allegedly told her, “I want to feel your pain. My job is to make you feel better.”

The board order included text messages allegedly exchanged between Ramsey and the victim.

“I am very ashamed of myself. [Dr. Ramsey’s spouse] It didn’t match anything I did. I told him about my dream to make you feel better. He said, ‘Don’t you dare,'” Ramsey allegedly wrote in one message.

Another message said to be from Ramsey read, “I’m sorry, I was actually trying to make you feel better, but it didn’t do much, it won’t happen again, I hope we can still be friends.”

Ramsey also reportedly sent an email to the board’s investigator in October 2025, saying he would voluntarily surrender his DEA license and was willing to surrender his Virginia medical license to the board. Additionally, he said he did not plan to renew his license to practice medicine. His license later expired on January 31.

CBS 6 reported that the Virginia Board of Medicine formally suspended Ramsey’s right to renew his license to practice medicine on February 19 due to the charges.

Ramsey can challenge the suspension in a formal hearing before the Medical Board, scheduled for April 3.

Meanwhile, he is expected to appear in court on the criminal charges on Wednesday, March 4.

It is not yet clear if Ramsey entered his plea, although CBS 6 reported that his attorney said he is weak and his mental state is beginning to decline when he appears in court in August 2025.

Ramsey was given a $2,500 bond and placed under house arrest until August 2025, according to 12 On Your Side.

The Richmond Police Department did not immediately respond Us Weeklyrequest for comment on the case.

Prior to his role in Patient First, Ramsey was a well-known doctor who worked in the ER at Chippenham Hospital. He started at the hospital in 1984 and continued to be employed there until he retired in April 2022, according to. Richmond Times Dispatch.
