Trump is pushing the SAVE Act requiring proof of citizenship to vote in a State of the Union

State of the Union speeches are about aspirations. It doesn’t matter that Reagan. Clinton, Obama, Bush tandem or Trump. Ambitions are at the heart of State of the Union speeches. What presidents want to do. And what the president wants Congress to do.

All of this leads to the ultimate goal of political ambition: winning elections. It could be the next presidential election. Or, House and Senate seats during midterms.

There were two big questions — and one warning — from President Donald Trump this week. He wants Congress to approve the SAVE Act, which requires proof of citizenship for people to vote. He wants lawmakers to pass a ban on stock trading, handcuffing Congress from dealing in stocks. And the President doesn’t want Congress to interfere in tax policy.

President Trump has talked about his new tax, which he says will eventually replace the federal income tax. This great ruler wielded more power than any other president. So he ordered lawmakers to trade their tax authority.

“Action by Congress will not be necessary,” Trump said of his new tariffs.

The Constitution grants Congress the power to impose taxes. The Supreme Court upheld that power last week. But President Trump went ahead and slapped another set of tariffs on all nations, based on a different law.

Like most presidents, Trump wants to control the law. That includes preventing Congress from tampering with its values. However, many Republicans have their own ambitions: reelection. That’s why some House Republicans, who believe their districts are taxed, would like to restore that power. Or, at least, be on the record against the president.

The House voted a few weeks ago to repeal a special rule House Speaker Mike Johnson, R-La., and others put in place to prevent members from withdrawing tax rates for the rest of the year. The House then adopted a tariff deferral plan with Canada.

But again, these are the wishes of some Republicans who are fed up with the cost. Most Republicans are fine with keeping them in place. That’s exactly what Trump wants – regardless of what the Supreme Court decides.

Let’s go back to Trump’s two biggest questions in his speech. The SAVE Act is what they really want to pass. This fits well with Trump’s narrative on illegal immigration, his claim that former President Joe Biden stole the 2020 election and voter fraud.

“They want to cheat. They cheated. And their policies are so bad that the only way they can be elected is to cheat,” said the Democratic President during his speech. “Cheating is rampant.”

A study examining election fraud by the Conservative Heritage Foundation, found that examples of election fraud are very few. For example, Pennsylvania, a swing state, has had 39 incidents of voter fraud in the past three decades.

The House has already approved the SAVE Act. But the question is the Senate.

“The Senate is working. I think every Republican out there is clearly in favor of the SAVE America Act, and they’re trying to consolidate votes. It’s a 70% Democratic issue. It’s over 90% in some polls,” Johnson said. “I hope some Democrats will come to their senses. I don’t know how they can go home to their voters saying they were against it if it’s such a popular issue. So we’ll see how it goes.”

It is worth noting that in his request for Congressional action on the SAVE Act, Trump did not want the senators to end the filibuster. Fifty GOP senators now support the SAVE Act. But the trick is that those who support the law can reach the magic limit of 60 yes. That’s the number of votes needed to break a filibuster.

Senate Majority Leader John Thune, RS.D., has repeatedly opposed changing Senate culture and precedent to pass the SAVE Act. The bill will never become law unless the Senate changes things. And Thune reiterated his opposition to repealing the filibuster.

Sens. Mike Lee, R-Utah, Ted Cruz, R-Texas, and others have advocated a “talking filibuster.” That means senators have to speak and sit down for hours on end. If not, the Senate must vote. Proponents of the vocal filibuster don’t want senators to argue silently on the sidelines. That’s what forces the Senate to take procedural votes that require 60 yes votes to defeat a filibuster.

“The issue of speaking is one where there is no unified Republican convention. And there will have to be (unity) if it goes down that way,” Thune said.

He argued that the GOP must “keep the 50 Republicans more united on each vote,” adding that “there is no support for doing that right now.”

Fox News is also told that there is some conflict between House and Senate Republicans. Some Senate Republicans are unhappy with the House increasing pressure to abandon the filibuster. The filibuster right is a right that members of parliament from both parties hold fast to.

In addition, subjecting the Senate to a lengthy debate can involve votes on amendments that many vulnerable members may find unsettling. Putting them on the record on many controversial issues will not help the GOP before the election.

So, while it is Trump’s desire to pass the SAVE Act, his intentions regarding the filibuster are unclear.

Then, there is a desire to prohibit lawmakers from trading stocks. Even Sen. Elizabeth Warren, D-Mass., stood and applauded when Trump made that request.

Johnson said the House is trying to “move (the bill) as aggressively and as quickly as possible.” But he says he should have “your votes.”

That is why the House has not passed the bill. Lack of votes. For now, that’s wishful thinking. If the bill has the votes, Johnson will sign it into law.

There is an old saying that the president “proposes” and Congress “rejects.” It’s certainly possible that even the GOP Congress will do that this year with some of Trump’s legislative ambitions.

But that doesn’t stop the president’s ambitions. After all, even presidents can dream.
